POSITION SUMMARY:      

The State Employees Association of NC (SEANC/SEIU Local 2008) is an employee advocacy group with more than 60 years of service advocating for state and public sector employees and retirees.  The Association’s primary purpose is to advocate for competitive compensation, benefits, working conditions and state agency budgets to ensure high quality services to North Carolina’s citizens.

This position is responsible for implementing SEANC HR programs and policies and managing every aspect of employee development and relations as directed by the Chief Operating Officer. Primary responsibilities include recruitment/staffing/retention, compensation and benefits administration, performance management, employee relations and counseling, staff training, and employee safety/risk management.  The HR Director serves on the SEANC Management Team and works with division directors to establish and maintain a professional HR program needed to ensure compliance with applicable state and federal regulations and statutes and SEANC policies and procedures, while incorporating the culture and values of SEANC.  The person in this position must exercise managerial leadership, initiative and sound judgement in all aspects of the role.

Duties and Responsibilities

HR System Compliance and Management:

  • Reviews and makes recommendations for the employee compensation plan and coordinates payroll functions. 
  • Manages employee benefit programs serving as a Trustee for the employees’ independent 401K retirement plan, and coordinating the annual solicitation and selection of the employees’ health insurance program and other employee benefits.
  • Establish and maintain HR records management system
  • Develop job descriptions. 
  • Develops and implements the employee performance evaluation system. Reviews and drafts proposed revisions to the SEANC Operations Procedure Manual and the SEANC Personnel Manual in coordination with the Chief Operating Officer, Executive Director and Executive Committee. 
  • Ensures compliance with federal and state statutes and regulations involving human resource management including OSHA.

 Staffing/Training:

  • Coordinates the recruitment, interview, selection and intake process for new hires to ensure compliance with applicable laws, regulations and SEANC policy/procedure. 
  • Identifies orientation and training needs for staff, providing recommendations to the Division Directors and SEANC Management Team.
  • Advises and consults Division Directors on personnel issues including: developing, monitoring and appraising work plans; coaching and counseling employees on job performance or personal conduct issues; determination of appropriate disciplinary action. 
  • Conducts employee exit interviews to identify potential retention problems
  • Coordinates disciplinary action process 

 Employee/Employer Relations Officer:

  • Develops and implements a program to identify, evaluate and resolve employee concerns and improve morale and work performance.  
  • Provides training and counseling for management in interactive management techniques needed to improve employee job performance or personal conduct issues in the workplace.
  • Assists employees with appeals process
  • Coordinates disciplinary action process 

EEO Officer and Risk Manager

  • Identifies worksite ergonomic or safety hazards and provides recommendations for changes
  • Investigates accidents and prepares reports for insurance carrier
  • Coordinates with staff attorneys on accidents, unemployment and workers’ compensation claims and responses

Other: 

  • Assists Government Relations Department in monitoring the State Human Resources Commission for actions adversely impacting state employees.
  • Assists Chief Operating Officer in developing estimates, forecasting and trends needed to determine human resources financial requirements
  • Coordinates and recommends changes to the Employee Recognition Program

JOB QUALIFICATIONS:   

  • BA/BS degree in Human Resources, Business Administration or related field
  • Five years of Human Resources experience or an equivalent combination of education and experience
  • Preference for Senior Professional in Human Resources certification or Human Resources experience in state government/other government service or experience in a non-profit advocacy organization, especially if related to employee advocacy
